On 16 September 2026, Ursula von der Leyen, President of the European Commission, delivered her 2026 State of the European Union address before the Members of the European Parliament in Strasbourg, France, presenting her priorities for the year ahead and her vision for a stronger, more independent and resilient European Union.

Against this backdrop, Ursula von der Leyen emphasised the need to strengthen Europe’s economy by completing the Single Market, reducing administrative burdens, securing affordable energy, increasing investment and limiting strategic dependencies.

The President also addressed climate change and artificial intelligence, calling for greater climate resilience, increased investment in clean energy and water security, stronger European technological capabilities, and responsible AI development.

Regarding Europe’s international role and security, Ursula von der Leyen reaffirmed the EU’s commitment to Ukraine and outlined further measures on defence, energy and sanctions against Russia. She also discussed the situation in the Middle East, reiterating support for a two-state solution. 

She advocated stronger preparedness against hybrid threats and deeper strategic partnerships, particularly with Canada, proposing a new ‘associate member’ status for the country, with Canadian Prime Minister, Mark Carney, joining the occasion, while highlighting trade, migration and border protection.

Finally, Ursula von der Leyen stressed the importance of democracy, the rule of law and fundamental rights, alongside social rights, housing, employment, children’s online protection, European enlargement and respect for the Union’s values.

In her concluding remarks, she announced a new Congress of Europe to mark the upcoming anniversary of the Treaty of Rome.
