Europe is a continent whose history has been shaped by many peoples.
Throughout the centuries,
we have witnessed the movement of people within,
to and from Europe benefitting our societies and economies.
However, in past crises, with the unprecedented
numbers of refugees and irregular migrants, and the deaths at sea,
it became clear that the EU needs a common migration system
that works in a fair and comprehensive way.
So, what is the Pact on Migration and Asylum all about?
The Pact sets up a common system to manage migration in the EU.
It promises a fairer and more efficient way of managing migration with
More secure external borders, with the screening and border procedures and crisis protocols
All irregular migrants will be registered and subject to identification,
security, and health checks.
The border procedure will be mandatory for asylum applicants
who are unlikely to need protection or present a security risk.
Efficient returns of those who don't have the right to stay
and helping them reintegrate into their home countries.
Quick crisis protocols, with operational support and funding, in emergency situations.
Fast and efficient procedures for asylum and return, with the necessary individual safeguards
The rules will be stricter with abusive or subsequent applications
and return decisions for those without a right to stay will need to be issued immediately.
Strong legal safeguards will apply. with better support for vulnerable people like children.
There will be a permanent solidarity framework and clearer rules on responsibility.
No Member State will be left alone
and everyone will contribute to a permanent solidarity mechanism but in a flexible way.
Member States will be provided with the necessary operational support
by the EU agencies and financial support.
A new approach embedding migration in international partnerships.
In order to: prevent irregular departures, ight migrant smuggling,
reinforce cooperation on readmission and promote legal pathways.
The Pact on Migration and Asylum is a historic achievement,
towards a common system for managing migration in the EU.
It offers European solutions to what is a European challenge.
