Recently, EU Member States have shown an increasing interest in stronger cooperation on European defence issues. Thus the EU has identified and implemented concrete measures to strengthen the cooperation on security and defence through new structures and frameworks. The Permanent Structured Cooperation (PESCO) allows willing Member States to pursue joint development of their defence capabilities (on land, air and sea and in cyberspace) and make them available for EU operations. A new European Defence Fund has been set up to finance joint research and development and other measures are being implemented.
