On 13 July 2026, Ursula von der Leyen, President of the European Commission, and the 2 co-chairs of the concerned Special Panel indeed Jörg Fegert, Medical Director of the Department of Child and Adolescent Psychiatry and Psychotherapy at Ulm University Medical Centre, and Maria Melchior, Director of the French National Institute of Health and Medical Research (INSERM), made statements on the report on children’s safety online. The expert report submitted to the European Commission recommends shifting responsibility for online safety from parents to platforms, notably by banning children under the age of 13 from accessing social media. This document, which also recommends restricting addictive features and imposing age verification that respects privacy, will serve as the basis for new European legislation on security by design.
