On 27 July 2026, Teresa Ribera, Executive Vice-President of the European Commission for a Clean, Just and Competitive Transition, Wopke Hoekstra, European Commissioner for Climate, Net Zero and Clean Growth, and Dan Jørgensen, European Commissioner for Energy and Housing, held a joint press conference in Brussels, Belgium, to present the EU Emission Trading System (ETS) review and the Electrification Action Plan. 

During the press conference, Teresa Ribera introduced three linked proposals: the revision of the ETS, the Electrification Action Plan, and a proposal for future-proof electricity bills. She stressed that decarbonisation that would strengthen Europe’s competitiveness, resilience and energy security. 

Wopke Hoekstra then detailed the ETS reform, which included extending free allowances conditional on investment in EU decarbonisation, establishing a new €100 billion Industrial Decarbonisation Bank, expanding coverage to include the maritime, aviation and waste incineration sectors, and the inclusion of permanent carbon removals. 

Finally, Dan Jørgensen presented the Electrification Action Plan, which aimed to double Europe’s electrification rate within 14 years by lowering electricity prices, rolling out smart meters, increasing storage capacity to 200 GW, and electrifying industry, heating and transport.
