If we only build common administrations
without a higher political will
verified by a central organism,
where national interests come together,
achieve clarity and warmth
in a higher union,
we risk this European project,
compared with the dynamism of nations,
appearing cold and lifeless.
At times it could even appear
superfluous, burdensome
and potentially oppressive,
as the Holy Roman Empire did
at a certain point in its decline.
